RBI sets ₹14,159 per unit for the scheduled premature redemption of SGB 2020–21 Series I on 28 October. CBDT notifies Form 173A for specified government-security exemptions

Notification 137/2026 inserts rule 281A and Form 173A for information supporting exemptions under Schedule IV entries 13D and 13E of the Income-tax Act, 2025. The form is a reporting mechanism for specified eligible claimants, not a blanket government-security exemption for every NRI or individual investor. The portal’s individual NRI income-tax calculator does not model this institutional exemption.

Final rules · effective on Gazette publication · specified Schedule IV claimants only

Published: 2026-10-19 · Effective: 2026-10-19 · Checked: 2026-10-28

Official CBDT notification index identifies Notification 137/2026, G.S.R. 901(E), dated and uploaded 19 October. The Income Tax portal’s 27 October ‘proposed’ label conflicts with that final Gazette-linked listing; the final instrument was retained and no broader eligibility was inferred.

SEBI cautions investors about invitation-only WhatsApp stock-tip groups

SEBI’s PR 65/2026 cautions investors about stock tips offered through invitation-only WhatsApp groups. Treat a private-group tip as unverified: do not send money, credentials or trading access on that basis, and verify the intermediary and communication through SEBI’s official channels and a registered broker. The alert does not establish that every WhatsApp message is fraudulent or alter a calculator formula.

SEBI changes margin treatment after accepted early pay-in in the cash segment

Where a client has a net sell obligation and the clearing corporation has accepted early pay-in of the sold securities, the circular directs the clearing corporation not to collect margin on the client’s subsequent buy or sell positions up to the accepted early-pay-in value. This does not create spendable cash, guarantee order execution or establish NRI eligibility. Confirm operational timing with the registered broker.

Official circular listing and indexed official PDF text read on 23 October. The public HTML did not state a distinct later commencement date, so none is invented; exchange and broker implementation was not tested.

RBI deletes a specified bank-side derivatives-limit section

Two 19 October amendments delete section C, paragraph 37, on limits for non-option derivative contracts from the respective miscellaneous directions for commercial and small finance banks. Both take effect on issuance. This narrow deletion does not establish unlimited customer hedging, an NRI remittance allowance or a retail deposit rate. Ask the authorised dealer which current customer-hedging rules apply. Do not interpret deletion of this bank-side section as removal of every FEMA, product or customer restriction.

Final directions · immediate upon issuance

Published: 2026-10-19 · Effective: 2026-10-19 · Checked: 2026-10-21

Both official amendments re-read on 21 October: commercial banks, notification 13740, and small finance banks, https://www.rbi.org.in/Scripts/NotificationUser.aspx?Id=13741&Mode=0. Only section C/paragraph 37 deletion verified; other customer restrictions not deemed repealed.
