In brief

Retirement in India is a city, neighbourhood and support-network decision, not just a corpus calculation. Start with the places where care and trusted people are accessible, then verify housing costs, pollution, daily life and employment if needed. Historical rankings are context, not a current retirement recommendation.

Start with MoHUA / Press Information Bureau: Ease of Living Index 2020 results (released 4 March 2021) (opens in a new tab)

Ten city options to investigate

Alphabetical order. Each profile combines official context with dated media reporting or a labelled personal account, followed by NRIdisha’s assessment. These are selected relevant sources, not a popularity ranking. Evidence is separated from retirement considerations and checks. Missing ranking information is not a low score. Apply the cost, pollution, safety and community checks below to every city.

Bengaluru

Verified starting point. 1st in the million-plus category, EoLI 2020; STPI centre.

Retirement consideration. Consider when continued technology work or an existing local network is central to your move.

Before shortlisting. Compare homes near the actual workplace and required hospital. Test peak-hour journeys, building water supply, footpaths and full housing costs.

Choose the building’s infrastructure, not just the city’s career appeal

What the reporting adds. TOI’s July 2026 report, citing BWSSB data, described increased summer demand for its tanker service, concentrated particularly in east Bengaluru. Whitefield, Doddakannelli and Kalkere were among the locations identified by an official.

NRIdisha assessment. For a working returnee, proximity to the actual employer may still justify the location. For a retiree, office proximity may carry little value if water arrangements and everyday travel add cost and dependence. Treat those as separate decisions.

Your next check. Request the apartment association’s last summer water bills, supply sources, testing records and interruption history. Add tanker charges to the housing comparison, then test a weekday journey to your hospital and shops.

Keep in perspective. This is evidence of reported service demand, not proof that every east-Bengaluru home has shortages. Ask what has changed since the report.

Bhubaneswar

Verified starting point. 2nd in the less-than-million category, EoLI 2020; STPI centre. That population label belongs to the historical index.

Retirement consideration. An eastern-India option to investigate when family proximity or a local role matters.

Before shortlisting. Check heat and storm preparedness using the hazard atlas, emergency power, specialist availability and door-to-door travel to family.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Software Technology Parks of India / MeitY · STPI centres and industry remit · India Meteorological Department · Climate Hazard and Vulnerability Atlas

Test the route to essential services during rain

What the reporting adds. TOI reported waterlogging after heavy rain in July 2025, naming Bomikhal, Laxmi Sagar and Cuttack Road among affected areas, with traffic disruption on other key routes. The story also described a municipal response.

NRIdisha assessment. A city can offer a workable family network and still have an unsuitable final kilometre to a particular house. For retirement, the resilience of the hospital, pharmacy and grocery route matters as much as the home itself.

Your next check. Ask the housing association for dated flooding photographs and drainage work records. Visit after rain, identify a second hospital route and check whether lifts and pumps work during power outages.

Keep in perspective. The article describes an event, not a permanent designation of unsafe neighbourhoods. Local improvements and the exact building must be checked.

Chandigarh / Mohali

Verified starting point. STPI lists Mohali. Chandigarh and Mohali are different administrative areas; do not pool their municipal or crime data.

Retirement consideration. A northern-India comparison option if your family or professional network is in the region.

Before shortlisting. Compare exact sectors and jurisdiction, seasonal air readings, summer/winter comfort, specialist access and the real commute. Obtain separate housing quotes.

Evidence: Software Technology Parks of India / MeitY · STPI centres and industry remit · Central Pollution Control Board · National Air Quality Index

Look for a weekly social routine you will actually use

What the reporting adds. TOI reported a Chandigarh sports-complex membership initiative for residents aged 60 and above in September 2025, with an announced annual fee of ₹999 and activities including walking, swimming and yoga.

NRIdisha assessment. This provides a concrete starting point for investigating active retirement beyond a housing brochure. The useful question is whether you can regularly reach and join a suitable activity, rather than whether the city has attractive parks.

Your next check. Ask the Sports Department about current terms, residence eligibility, timings and accessible facilities. Attend an activity before choosing the nearby home. Check Mohali services separately rather than assuming Chandigarh benefits apply there.

Keep in perspective. The reported 2025 fee is historical, not a current offer. Access, eligibility and suitability have not been independently confirmed.

Chennai

Verified starting point. 4th in the million-plus category, EoLI 2020; STPI centre.

Retirement consideration. Consider when your family, work or preferred care providers are based here.

Before shortlisting. Inspect building and street drainage, evacuation access, cooling costs and travel to the required hospital. Visit in the season you find least comfortable.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Software Technology Parks of India / MeitY · STPI centres and industry remit · India Meteorological Department · Climate Hazard and Vulnerability Atlas

Community living can reduce household administration, but care must be specified

What the reporting adds. TOI’s March 2024 reporting described residents exchanging independent homes for senior communities, including a move from Rajakilpakkam to Vengambakkam. Interviewees and consultants highlighted maintenance burdens, companionship and access to services.

NRIdisha assessment. The choice is not simply a smaller property. It is how much household work you want an operator to take over, and whether the community helps you build a reliable routine. A suburban location may change access to existing friends and clinicians.

Your next check. Compare an ordinary apartment with a serviced community on total monthly cost. Ask who supplies meals, housekeeping and nursing, what happens overnight, and which services cost extra. Speak privately with current residents.

Keep in perspective. Resident satisfaction and developer comments are not a clinical assessment. The article’s 2024 property prices should not be reused as current market ranges.

Coimbatore

Verified starting point. 7th in the million-plus category, EoLI 2020. The district describes a substantial engineering, pump and motor industry; STPI also lists a centre.

Retirement consideration. A candidate for Tamil Nadu ties, relevant industrial work or a retirement shortlist beyond the largest metros.

Before shortlisting. Check the specific hospital services you need, water arrangements, industrial/road exposure and actual community participation. Do not assume smaller means cheaper or cleaner.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Coimbatore District Administration · Coimbatore economy · Software Technology Parks of India / MeitY · STPI centres and industry remit

An established senior-living market does not mean low-cost retirement

What the reporting adds. ET’s September 2026 reporting describes a developed senior-living ecosystem and interest from returnees, including from the Middle East. It cites advisers describing a shift toward premium housing and substantial price increases in some properties.

NRIdisha assessment. A wider choice of communities can make comparisons easier, but the retirement-town label should not substitute for checking value. Separate the purchase price from the operator’s ongoing fees and the cost of increased assistance later.

Your next check. Compare at least three occupied communities. Obtain a complete fee schedule, escalation clause, care exclusions, exit/refund conditions and evidence of night staffing. Ask residents how the service differs from the original promise.

Keep in perspective. These are industry observations reported by ET, not an official inventory or citywide affordability measure. This guide does not endorse an operator or extrapolate one villa’s price history to all homes.

Hyderabad

Verified starting point. STPI lists a centre in Madhapur. No EoLI top-ten rank is asserted here.

Retirement consideration. Consider when a confirmed role, family connection or local care arrangement makes this location practical.

Before shortlisting. Compare the actual work and hospital catchments, total rent plus maintenance, cooling and transport costs, and neighbourhood drainage.

Evidence: Software Technology Parks of India / MeitY · STPI centres and industry remit · India Meteorological Department · Climate Hazard and Vulnerability Atlas

Distinguish a proposed retirement project from a functioning community

What the reporting adds. TOI reported Vera Vita’s August 2026 announcement of a premium senior-living project near the Kandlakoya reserve forest along the Outer Ring Road corridor, as part of a wider planned investment programme.

NRIdisha assessment. The announcement shows developer interest. It does not establish completion, occupied homes, operating care services or reliable connections to your preferred hospital. A growth-corridor address can have a different daily-life experience from an established neighbourhood.

Your next check. For any project, verify its applicable registration, permissions, completion status and operating agreement independently. Visit an occupied comparable property, ask about transport and caregiver arrangements, and compare it with renting near an established support network.

Keep in perspective. The project is mentioned as a reported example, not a recommendation. Plans, delivery dates and service promises may change; no project approvals were audited here.

Kochi

Verified starting point. STPI lists Kochi. Kerala Tourism documents heritage communities in Fort Kochi/Mattancherry and the state’s hot, humid tropical climate.

Retirement consideration. Consider when Kerala family ties, language comfort or cultural participation are important.

Before shortlisting. Test humidity tolerance and monsoon access. Inspect the property’s flood history, mould, ventilation and access to your specific care providers.

Evidence: Software Technology Parks of India / MeitY · STPI centres and industry remit · Kerala Tourism · Kochi: heritage and communities · Kerala Tourism · Kerala visitor information and climate · India Meteorological Department · Climate Hazard and Vulnerability Atlas

Evaluate monsoon access alongside cultural and family fit

What the reporting adds. TOI’s May 2025 report described waterlogging and traffic disruption around Jos Junction, Woodlands Junction and TD Road, with drainage maintenance raised as a concern.

NRIdisha assessment. A location can fit your language, family and cultural preferences yet still require a more resilient housing choice. Ground-floor access, lift reliability and the route out of a building deserve particular attention when planning for reduced mobility.

Your next check. Inspect drainage, parking levels, damp and emergency power. Ask residents about the worst recent monsoon, not just the current weather. Verify pharmacy deliveries, hospital access and a backup local contact during disruption.

Keep in perspective. This is dated incident reporting, not a flood forecast or a citywide risk score. Do not assume an affected road means every nearby property flooded, or that later repairs solved all access problems.

Mysuru

Verified starting point. STPI lists Mysuru; the district documents cultural attractions including the palace, museums and parks. No EoLI top-ten rank is asserted here.

Retirement consideration. A candidate when cultural activities or Karnataka ties matter more than maximising a metropolitan job search.

Before shortlisting. Confirm that the local hospital can handle your ongoing needs; do not assume occasional access to Bengaluru substitutes for nearby emergency care. Verify work opportunities directly.

Evidence: Software Technology Parks of India / MeitY · STPI centres and industry remit · Mysuru District Administration · Mysuru tourism and cultural landmarks · NABH / Quality Council of India · Find an accredited healthcare organisation

A Gulf returnee’s experience makes social adjustment worth testing

Lived experience. In a public LinkedIn post, Chandra Shekhar describes moving to Mysuru after 25 years in Dubai. He reports a period of adjustment and values more time for family and informal social contact. This is his account, not independently verified research.

NRIdisha assessment. The useful insight is to test whether you can build a satisfying ordinary week after returning. A quieter setting may suit a household that already has income, but its fit can change if someone needs a local job or specialist services.

Your next check. During a trial stay, meet residents with similar work and family circumstances, try regular activities and verify your own housing and care budget. Include the cost and time of any recurring trips to Bengaluru.

Keep in perspective. The post’s broad savings, property-market and environmental claims are not adopted as facts. Its publication date and overall popularity ranking were not verified; it is not presented as a most-liked post.

Navi Mumbai

Verified starting point. 6th in the million-plus category, EoLI 2020; STPI centre. It is not interchangeable with Greater Mumbai in city statistics.

Retirement consideration. Consider when maintaining Mumbai-region family or professional connections is a priority.

Before shortlisting. Choose the specific node before comparing rent. Test transfers and door-to-door journeys, monsoon access, building lifts and maintenance charges.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Software Technology Parks of India / MeitY · STPI centres and industry remit · India Meteorological Department · Climate Hazard and Vulnerability Atlas

Regional connectivity and usable local transport are different tests

What the reporting adds. TOI reported in December 2025 that the Vashi depot had opened for city buses, while residents still raised concerns about inter-state boarding arrangements, including roadside waiting and inadequate amenities.

NRIdisha assessment. New transport infrastructure can improve a region without solving the particular journey an older resident needs. Check the last stretch, transfers, seating, shelter and boarding arrangements rather than relying on proximity to a transport hub.

Your next check. Travel from the shortlisted node to your hospital, family and usual inter-city departure point. Try the journey at the time you would actually use it. Check current operators and facilities because the reported arrangements may have changed.

Keep in perspective. The story is a historical service snapshot, not a current timetable. It should not be used to assume all Navi Mumbai public transport is inaccessible.

Pune

Verified starting point. 2nd in the million-plus category, EoLI 2020; STPI centre.

Retirement consideration. Consider when technology work, family links or an existing community makes this a realistic return option.

Before shortlisting. Compare the exact employment corridor and residential area. Check water supply, street access, road exposure, peak-hour journeys and recurring society charges.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Software Technology Parks of India / MeitY · STPI centres and industry remit · Central Pollution Control Board · National Air Quality Index

Cultural appeal needs a current neighbourhood-level budget

What the reporting adds. ET’s October 2023 NRI destination shortlist highlighted Pune’s cultural and medical appeal and referred to its 2018 Ease of Living performance. It was an editorial travel-style selection, not a retirement-cost survey.

NRIdisha assessment. Treat that coverage as a reason to investigate Pune, not as proof it remains inexpensive. The deciding factors are the part of the city you can afford, your actual support network and whether work or care journeys fit everyday life.

Your next check. Compare three neighbourhoods using current rents, society charges, water costs and transport. Attend an activity you would continue after moving. If you plan to work, compare the real workplace corridor before committing to a home.

Keep in perspective. A 2023 description of low living costs is not a 2026 budget. The separate official 2020 ranking shown above uses a different reference period from the 2018 rank mentioned by ET.

How to read the evidence

The Ease of Living Index assessed 111 cities in 2020 and was released in March 2021. It combines quality of life, economic ability, sustainability and resident perceptions. It is useful historical context, not a current retirement league table. Population categories are those of that assessment.

NRIdisha does not claim a verified best retirement city. The profiles below are an initial comparison set, not an exhaustive shortlist or an ordered recommendation. “Consider” and “check” are editorial decision prompts, not measured scores. A high old liveability rank cannot settle present-day air, hospital access or your budget.

Swachh Vayu awards assess city actions through a defined framework. Do not interpret an award as proof that your street has low pollution. Source-check date: 1 October 2026; each source retains its own observation period and access limits.

Evidence: MoHUA / Press Information Bureau · Ease of Living Index 2020 results (released 4 March 2021) · Ministry of Environment / PIB · Swachh Vayu Diwas 2026 and survey framework

Pollution, climate and healthcare

Compare the same pollutant and period across nearby CPCB stations. Look at PM2.5/PM10 records, seasonal variation, missing observations and station distance. A single good AQI day, a city average or missing monitoring is not evidence of clean air at home. Inspect road dust, construction, generators, noise and indoor ventilation separately.

Use IMD’s hazard atlas as a screening tool, then check municipal flood maps, building history and local disaster plans. District-scale risk does not establish the risk to a particular apartment. Ask residents about access during heavy rain, backup electricity, water quality and heat exposure.

For retirement, identify the actual hospital and specialist before choosing a house. Verify accreditation in the NABH directory, current specialty coverage, night-time emergency arrangements, insurer network, home care and pharmacy access directly. Accreditation is not a guarantee of individual outcomes or appointment availability. Time the journey from the proposed home.

Living costs: build a neighbourhood budget

The HCES 2023–24 factsheet reports household consumption at national and state/UT level, split into rural and urban areas. It is not a price list for these cities or a budget for a returning NRI couple. We have not published unsupported city rent ranges or converted a historical average into a retirement requirement.

For each shortlisted neighbourhood obtain three comparable, dated rental quotes: same bedrooms, usable area, furnishing, lift, parking and building age. Add maintenance, utilities, cooling, internet, domestic help, groceries, transport, medicines, insurance, family support and annual travel. Separate refundable deposits and one-off moving/furnishing costs from ongoing spending.

Monthly comparison = recurring monthly bills + annual predictable expenses divided by 12. Keep a separate emergency and major-repair reserve. Compare rent-first and ownership separately; a paid-off home still has running costs. Use the retirement calculator only after assembling these inputs. Rent for a trial period before making an irreversible purchase is an editorial planning suggestion, not a legal requirement.

Commercial rental reports can supplement quotes, but coverage and listing prices differ from completed transactions. The Magicbricks catalogue was accessible; its linked AMJ 2026 report was not. No figures from that inaccessible report are presented here.

Evidence: Ministry of Statistics and Programme Implementation · HCES 2023–24 factsheet · Magicbricks Research (commercial source) · Rental Index report catalogue

Jobs and ease of settling

STPI’s centre directory confirms technology-industry infrastructure in the listed locations; it does not prove a vacancy, salary, remote-work policy or demand for your experience. If work is essential, shortlist employers and roles first, verify active postings through their own career pages and NCS, then map realistic commutes.

Before retiring fully, distinguish salaried work, consulting, business and volunteering. Validate professional registration, work authorisation where applicable, tax arrangements and realistic income before counting on earnings. Do not treat a city’s reputation as a job offer.

For settling in, test banking, document/address updates, internet installation, water and power reliability, transport without driving and access to trusted local help. School availability and partner employment may change the household choice even if one person is retiring. Check confirmed flight/train schedules and the entire journey to family, not just distance to an airport.

Evidence: Software Technology Parks of India / MeitY · STPI centres and industry remit · Ministry of Labour and Employment · National Career Service

Safety, community, culture and demographics

Recorded crime is an incomplete measure of safety. Before using an NCRB table, check its year, offence category, reporting practices, geographic boundary and population denominator. Low recorded offences cannot establish that an area is safest; this guide therefore does not assign city safety ranks.

Visit the actual neighbourhood in daylight and after dark with a local contact. Check crossings, pavement access, street lighting, building fire exits, visitor controls, lift backup, emergency contacts and routes to shops. Ask several residents, including older people and people living alone, rather than relying on a salesperson.

Assess belonging through everyday activities: language used by neighbours and service providers, clubs, libraries, parks, volunteering, food preferences, cultural events and proximity to friends. Ask what is active now and attend a session. Historic language or population data cannot tell you whether a building will feel welcoming.

Census C-16 data provides a historical 2011 language baseline. Check town versus district boundaries before using it. We have not inferred today’s age mix, returnee population, religious composition or attitudes from those records. Evaluate current community fit through a visit, without using demographic stereotypes as a safety or quality ranking.

For senior or community living, request the written service contract: independent versus assisted living, nursing scope, staff coverage, care escalation, recurring fee increases, refund/resale conditions, pets/guests and complaint process. Verify the property and operator independently. A retirement-community label alone does not establish clinical care or suitability.

Evidence: Ministry of Statistics and Programme Implementation · Crime statistics: coverage and limitations · National Crime Records Bureau · Crime in India publications · Office of the Registrar General & Census Commissioner · C-16 population by mother tongue, 2011

Rank your shortlist for retirement

Use your own evidence to rank three neighbourhoods, not whole cities. First apply non-negotiables: access to essential care, an affordable recurring budget, acceptable environmental exposure, accessible housing and reliable human support. Exclude any option that fails a non-negotiable, even if its weighted score is high.

Suggested editorial weights, totalling 100: healthcare access 25; family and community support 20; recurring affordability 20; air and climate comfort 15; accessible daily life and safety 10; connectivity and optional work 10. These weights are a starting point, not validated clinical or financial advice. Change them before comparing places.

For each criterion record a dated observation and assign a personal fit score from 1 (poor fit) to 5 (strong fit). Weighted score out of 100 = sum of weight × score ÷ 5. Mark unknown evidence as unknown and leave that option unranked until checked; never turn missing data into a good score. Recalculate after a trial stay and test whether small changes in weights reverse the order.

A practical first pass: start with locations near dependable family for support-led retirement; compare Bengaluru, Hyderabad, Pune and Chennai when technology work remains important; investigate Coimbatore, Mysuru, Kochi, Bhubaneswar, Chandigarh/Mohali or Navi Mumbai when regional ties make them relevant. These are exploratory groups, not claims that any group is cheaper, safer or cleaner. No city outranks a neighbourhood that demonstrably fits your needs.
